How to Set Upload and Download Limits for Windows 11

You can use Windows 11’s built-in tools to monitor and set data usage limits. However, its functions are quite limited, as you cannot set upload and download speed limits for individual apps.

Although you can configure Windows QoS (Quality of Service) to control the throttle rate, it’s a bit complicated. Instead, you can use third-party bandwidth management apps for this task. Here we show you the two best apps to limit the upload and download speed of individual apps and services in Windows 11.

How To Set Upload And Download Limit Using NetLimiter In Windows 11

NetLimiter is a popular Internet traffic control program available for standard and server editions of the Windows operating system. You can use it to monitor incoming and outgoing Internet traffic, block connections, and set quotas.

You can use NetLimiter to set upload and download speed limit for all apps and services that slow down your home Wi-Fi network. Unfortunately, it is only available in the premium version. However, you can use the 28-day free trial to test the app before making a purchase.

To set upload and download limits using NetLimiter:

  1. Go to the NetLimiter page and download the installer.
  2. Once downloaded, run the installer. It will automatically activate the 28-day free trial, giving unlimited access to all features.
  3. To set a limit, launch the app for which you want to set the upload/download limit. We will use Google Chrome as an example for this guide.
  4. Then run NetLimiter.
  5. Open the List of apps tongue.
  6. Scroll down and select Chromium in the app list.
  7. In the right pane, you can view the application information and rules section.
  8. In the Rules section, click the Not yet defined optional for Limit. Right here In and Outside refers to inbound (inbound) and outbound (outbound) Internet traffic.
  9. Then enter the speed limit. For example, if you want to set a limit of 100 KBps, enter 100 and select KBps from the drop-down list of bitrate units.
  10. Click on OKAY to save changes.
  11. If you want to set a limit for the download speed, click Not yet defined under the Outside column and make the changes.

To remove the limit for individual apps, follow these steps:

  1. In the List of apps tab, select the tab application.
  2. In the right pane, uncheck the box Limit optional for Enter exit option.
  3. If you want to remove the limit, click Enter exit optional for Limit and select To delete.

If you are looking for a free alternative to NetLimiter, try TMeter. It is a powerful internet traffic monitoring application available in both free and paid versions.

The free version is feature-limited and offers up to 4 free filters that you can configure to limit the download and upload speed of multiple apps.

Here is how to set internet speed limit for individual apps in Windows 11 using TMeter.

  1. Go to the Tmeter Page and download the latest version of the installer.
  2. Once installed, run TMeter Admin Console. You can also launch it from the system tray area.
  3. Then you need to configure the Network interface (Ethernet/Wi-Fi network adapter). So click on Network Interfaces in the left pane.
  4. Below Available network interfaces, select your network device. For example, if you want to set a speed limit for applications using your Ethernet connection, select the ethernet device. In this case we will select Controller from the Realtek Gaming GbE Ethernet family.
  5. In the pop-up dialog, select the Public network option if you are connected to the Internet or Public Wi-Fi network. If you are connected to an internal network, select Private.
  6. Click on OKAY to save changes.
  7. Then click on Apply to save changes.
  8. After successfully configuring the network adapter type, you can create a new process definition to define the applications for which you want to set the speed limit.
  9. To do this, click on the Process definitions option in the left pane. expand the Configuration section if the option is not visible.
  10. Then click on Add.
  11. In the Process definition , type a description of the process. For example, type Chrome Speed ​​Limit.
  12. Then click on the three points (navigation button) for Image file and select the application executable file (.exe) to set the speed limit. For example, to select Chrome, the file path would look like this:

  13. Then click on OKAY to save changes.
  14. Then, in the left pane, select Filter set.
  15. In the right pane, click Add and select Filtered.
  16. In the pop-up dialog, click Add a rule.
  17. In the Rules editor window, type a Description of the rule. For example type Description of the Chrome Rule.
  18. Click on the drop-down menu under Source and select Local process.
  19. Click on the drop-down menu to Process definition and select the process definition you created earlier.
  20. Leave the other default options and click OKAY.
  21. In the Filter editor dialog box, check the Activate speed limit (Traffic Shaper) option.
  22. Then type the speed limit you want to set in KB/s.
  23. Type a name in the Filter name field and click OKAY. You can also color code the filters if you want.
  24. Click on Apply to save changes.
  25. To apply the new rules, click the Start capturing in the toolbar (top left corner).
  26. If you want to remove the limit, click Stop capturing to prevent TMeter from applying limitations.
  27. Repeat the steps to configure more process definitions and filter sets.

As there is a limitation in the free version and you can only create 4 filter sets, you can delete existing filters to make room for new filter sets.

To delete a filter set, right-click an existing filter set and select Eliminate.
